[mapserver-dev] 6.2 release notes/announcement

I've generated a MapServer-60.pdf and made it available on the
ProjectsVM server, and added links to it in the 6-2 docs.

Actually quite nice to see the list of PDFs growing (their table of
contents is so so useful...in fact today I added a Latex config
parameter so that the depth is increased for pdf toc only):
