[mapserver-dev] Label positioning around points

I'm quiet on this issue because I see both sides of discussion.

But maybe we can learn from this experience: what exactly is the minimum
number of votes for a motion to pass in the PSC?
http://www.mapserver.org/development/rfc/ms-rfc-23.html  It seems in
this case only a few PSC members voted.

"A proposal will be accepted if it receives +2 (including the proposer)
and no vetos (-1)."

We now have 14 PSC members, I wonder if we should mandate so many PSC
votes per each motion.  Thoughts?
