[mapserver-dev] Label positioning around points

All,
I have neither the time or motivation to argue around this any longer,
and given the little enthusiasm when the motion passed along with the
backlash now it's in, have reverted the changes for 6.2. I understand
this isn't ideal at this state of the beta phase, but it's a commit
with 0 risk.
