[mapserver-dev] New ScribeUI 0.3 Release

Hi Humberto,
Since this is a tag you cannot clone the repository using the tag's url
directly. You should either download a zip at the tag's url:
https://github.com/mapgears/scribeui/releases/tag/v0.3
Or clone the main repo ( https://github.com/mapgears/scribeui ) and then
use:
git checkout tags/v0.3
