[mapserver-dev] Tinyows 1.0.0rc3 crash while add new feature

Yeap it's a well known issue.

The fix is to use a more recent TinyOWS version 1.0.0 or 1.1.0 for instance.
Dunno if anyone package it to Win32, on the other hand.
