[mapserver-dev] MapCache changes to support MSVC and IIS

Hi Tamas,
I have been using an older MapCache version for my recent MS4W builds,
so I'd be happy to test the MSVC changes in MapCache - you will be
applying these changes in master correct? (and also in branch-1-2
possibly?)
