[mapserver-dev] CMake: how to force regeneration of mapparser.c/.h

I found it in the Makefile in the main source directory – “make mapparser.c”.

Iirc it's done outside of cmake in the main source directory. Check the .Travis.yml file as the steps to run that are written down in it.
