I need just a bit more time: Friday, 7/18 should work. I'll get an updated RFC 91 out ASAP, hopefully today. Then we can get the ball rolling on a release.

I would say setting a firm date, say July 14, would be the incentive to me to get off my ass and finish the RFC-91 work. Mike has most everything working for Oracle and I'm doing PostGIS and the filter merging and am confident it can be complete. I will need help merging back into master though.

We talked about a possible feature freeze around April-May when we were at the code sprint in Vienna and I was supposed to draft a release plan for adoption but never did. The main thing pending as Thomas pointed out was the completion of RFC-91, so I guess we'll need your input on this to plan the freeze.

And if we want a release before FOSS4G then we should freeze in the next two weeks. A freeze around mid-July takes us to an early September release if we count on ~6 weeks for betas/testing.
