[mapserver-dev] Upgrading Sphinx/Docs to 1.3.1

Hi Thomas,

Interesting.  Though that leaves me with the same question: can someone 
assist me to upgrade to Sphinx 1.3.1 on mapserver.org?

I explained in previous messages as to why we must not use a Sphinx 
version from several years ago for our docs (March 2012 in fact).
