[mapserver-dev] Upgrading Sphinx/Docs to 1.3.1

Thanks for the tips Thomas and Tom. In the end all I needed was a
"requirements.txt" file in the root, containing one line of "sphinx==1.3.1"
Will add this to the Documentation Guide.
