[mapserver-dev] mapscript csharp and dotnet core on Linux

Hi,
I raised a PR https://github.com/mapserver/mapserver/pull/5730
haven't looked into the travis build yet though. Can't say I am a travis
expert (never used it before), but will try to take a look. Not sure how to
test the build though, but I'll poke around.
