[mapserver-dev] compiling MapServer to test PHP7 MapScript

Steve,

I have gotten MapServer compiled on Ubuntu 18.04 to begin testing 
following the instructions shown here:

https://gis.stackexchange.com/questions/308999/how-to-compile-install-php-mapscript-with-php7

I had to uncomment the line described in the answer to that question for 
MapScript to show up.

Is the "cmake" line in those instruction have the same flags turned on 
as will be set for MapScript 7.4 loaded to ubuntuGis?

I prefer to load the production server from ubuntugis rather than 
compiling myself.
