[mapserver-dev] Release planning for 2019...

Hi Steve,

I have now figured out how to compile MapServer and have gotten a
development server running.  I compiled "master" from github and once I
got all the pieces together, my app seems to be working properly.  I
mostly use MapServer in cgi mode (mapserv) but have some small bits of
code which uses PHP MapScript to create PDF maps for printing to scale.

The php scripts use the old "ms_" constructors and with limited testing
done so far seem to work on Ubuntu 18.04 with PHP 7.2.

I'm looking forward to the 7.4 release.
