I think we go ahead with a 7.4 release now and we plan for an 8.0 release with proj 6. I version upgrade seems to tie in well with a significant change like this. We can plan and start work on this at the code sprint and perhaps release near FOSS4G?
MapServer <8 will be max PROJ 5.x and MapServer >=8 will be PROJ 6+?
