[mapserver-dev] 7.4 Release...

Consensus is release 7.4 now... excellent. I've updated the release plan at:

and am proposing a feature freeze this Friday. I'm not aware of any outstanding features although I may be wrong. If that's acceptable we'd target the following Wednesday to create the 7.4 branch and get the first beta out. Depending on feedback we'd either do another beta a week later or do a release candidate next. Any subsequent betas or release candidates would push things out an additional week. The focus of this release is MapScript so there shouldn't be many issues on the C/C++ side. 

Anyone interested in the release manager role? I did include a small stipend in our draft 2019 MapServer OSGeo project budget (https://github.com/mapserver/mapserver/wiki/OSGeo-2019-Budget) for that role. I'm not sure what the status of the OSGeo budget is (didn't pass at 2/26/19 board meeting). The MapServer ask is part of the draft budget though and is relatively modest compared to a few other projects.

Regarding Proj, perhaps we do want to update cmake to set ACCEPT_USE_OF_DEPRECATED_PROJ_API_H (no harm in defining it, right?) so we get MapServer 7.x with Proj 6 and lower and MapServer 8.x with Proj 6 and higher.

I think we go ahead with a 7.4 release now and we plan for an 8.0 release with proj 6. I version upgrade seems to tie in well with a significant change like this. We can plan and start work on this at the code sprint and perhaps release near FOSS4G?
