Hi Steve,

+1 on 7.4 release and deprecating older versions of PROJ with a move to 8 of MapServer. 
I have one feature I'm working on that will hopefully get included in a 7.4 release - https://github.com/mapserver/mapserver/pull/5765
I'll tidy up and request a review before Friday if that is ok?
One thing to consider for release dates/plans is to sync with OSGeoLive (which in turn is in sync with FOSS4G).
