[mapserver-dev] Time for 7.6 release?

I've updated the release plan with proposed dates ( 
https://github.com/mapserver/mapserver/wiki/MapServer-7.6-Release-Plan ):

   feature freeze 2020-02-14
   branch-7-6 creation, 7.6.0-beta1: 2020-02-17
   7.6.0-beta2 (if necessary): 2020-02-21
   7.6.0-rc1: 2020-02-28
   7.6.0 (final): 2020-03-06

Also, let's also use this plan for the documentation, to make sure any 
new features are well documented for the final release day.
