[mapserver-dev] PyPI mapserver user for MapScript

Hi all,

As per the discussions at https://github.com/mapserver/mapserver/pull/6011 I have registered a new "mapserver" to PyPI to push up MapScript Python wheels. 

You can have multiple emails associated with this account. Tom - I tried adding yours but got the error "This email address is already being used by another account. Use a different email."

Steve - I added your gmail so you may get a verification email. I'm not sure if there is a mapserver at osgeo.org that could also be added?

If anyone else wants to be added please let me know.
