[mapserver-dev] MS-RFC-123: Support for MapML output in MapServer

Hi Devs,

I have completed and published a new version of RFC-123 for the Support 
for MapML output in MapServer:

   https://mapserver.org/development/rfc/ms-rfc-123.html

Please have a look, and as usual, feedback is welcome. If everything is 
good then I'll call for vote next week.

If you want to see MapML in action, there is a work in progress version 
available for testing at http://msdev.mapgears.com/mapml/
Look at the "Demo/Test Pages" links at the bottom of that page, and 
"View Source" if you want to see what the <map> element and the <mapml> 
documents looks like.
(Keep in mind that this is a dev server and I'll be working on it in the 
next few weeks, so the demos may be broken at times)
