[mapserver-dev] MapServer FOSS4G 2021 Talk

Happy to defer if anyone else wants to do it, and happy to submit the talk and present if not. 
There was a packed room in Bucharest, so there seems to be an appetite for MapServer news. 
If anyone wants to be listed as a co-speaker let me know. Are you presenting separately on the OGC API Tom?
It would be great if you were available to give an introduction Steve as the creator of MapServer!
