[mapserver-dev] MapServer FOSS4G 2021 Talk

Hi friends,

I have an idea to give a users-talk.  My idea right now is to talk about 
Mapserver labeling and Mapserver circles.

The response in Bucharest was good.  So, I think it would be fun to do 
it again.  I have been fortunate to work on Mapserver projects a lot 
during the last two years.
