[mapserver-dev] Downloads for old versions... do we need them?

In fact we already are maintaining 3 versions (one for MapServer, one 
for MapCache, one for TinyOWS), and the rest are in the "archives", as 
shown on the latest downloads page: https://mapserver.org/download.html

I have found that supporting so many MapServer versions (6.x etc from 10 
years ago) is of little use, and painful for those who are actually 
doing the work of the security release ;)

PS. Greg I feel the exact same as you, having access to past releases is 
critical, as a user.
