[mapserver-dev] Custom SWIG hosting for MapScript docs build

Hi all,

I'd like to complete the automated updates of the SWIG MapScript API docs as outlined in https://mapserver.org/development/rfc/ms-rfc-132.html

The final piece (to automatically document object properties) relies on https://github.com/swig/swig/pull/1951
As getting this into a SWIG release (and waiting for that to be available for download) could take awhile I'd like to compile a SWIG.exe and download and use it in the Appveyor CI builds. 

Is there any server we could use to store this download? I can store it on my own server but a more "official" MapServer or OSGeo server would be preferable.
