[MapServer-dev] 8.2 Release Plan

I have 6907 ready including a global config file MS_EMPTY option (just need
to get my dev box connected back to github). A global MS_ERROR config file
setting would follow easily (#6968). Being able to use runtime subs in
config options would be a nice-to-add (#6994) for this release but I don't
think it is a big add. There was a broader discussion around a VARIABLES
block in the config file as another means of externalizing configuration
options.

A PSC meeting is a good idea.
