[MapServer-dev] 8.2 Release Plan

Hi all,

I agree that a PSC meeting is needed.  I propose that we meet on 
2024-02-29, and I have drafted an agenda (including an item to discuss 
the workflow changes made over the Christmas holidays) :

   - agenda: 
   - time: 

    minny:    8am
    paris:    3pm
    helsinki: 4pm

I also updated the release schedule to:

     - Feature freeze: Fri. March 8, 2024
     - 8.2-beta: Fri. March 15, 2024
     - 8.2-rc1: Fri. March 22, 2024
     - 8.2 (final): Fri. March 29, 2024
