[MapServer-dev] Bump C++ Standard required for compilers to 17

Just bring your eyes to a recent/important Pull Request, to increase the 
c++ standard required by compilers of MapServer to 17: 
https://github.com/MapServer/MapServer/pull/7259

Background:

- the MapServer 8.0 release required a C++11 supported compiler
- in terms of Windows builds, the MapServer 8.0 release required the 
MSVC 2015 compiler at the latest
   - bumping to c++ 17 would require MSVC 2019 at the latest
     - Windows builds for the MS4W community are made with MSVC 2022 
(since MS4W 5.0 release)
