[MapServer-dev] Proposal of a new MS_ONLINERESOURCE variable

Hi all,

One of the pain-points of MapServer deployments are setting the "ows_getcapabilities" for each Mapfile for each
environment.

I wrote an RFC at https://github.com/MapServer/MapServer-documentation/pull/1059 that allows you to set this once for all Mapfiles in a deployment in the CONFIG file.

After going through the code, it is actually a minimal change to msBuildOnlineResource that could have been a simple pull-request. However I had enough notes to add to the RFC, and thought it would be good to get feedback on the MS_ONLINERESOURCE name and approach. 

I'll start with my +1.
