[beginner] Why does it look like a map of Arctic Snowfields?

Steve, Matt, Scott,

Thank you all very much for the suggestions.  I think we're starting to track
the problem down, and I'm guessing it has to with how I compiled the mapserv
binary - hastily.    Matt suggested:

and when I run that on a one layer map file I get an error message claiming:

Error opening fontset /export/stlime/mapserv/ms_symbols/fonts/fonts.list

I have not created a font.list file.  Where should I create it and how do I
tell mapserv where is located?
