Yup, the University maintains a web version. It's a bit out of date *hint*, but I know they plan on keeping it up.

Is anyone archiving the MapServer List discussions?  I haven't
been using Mapserver for a while, but have been lurking on the
list.  The archive I've been keeping is getting quite long.  I 
would offer it up, but I don't keep every message. Is there an 
official version somewhere?
