Note to Proj.4 users...

MapServer 3.3.010 now needs the Proj.4 distribution available from 
http://www.remotesensing.org/proj. This is a good thing. The original
version is no longer actively maintained, the author has retired. Frank
Warmerdam is now actively maintaining Proj and has recently made changes
for us related to NT compilation, so that should be easier than ever. Any
way grab his new version before compiling 3.3.010.
