Error compiling mapserv3.3.010 for NT

Has anyone got mapserv3.3.010 compiled for the NT?  I am getting an error
when I try to compile it in Visual C++ 6.0.   It gets to the maplegend.c
file and bombs out with   a syntax error.  Version 3.3.009 compiled just
fine with the same steps.  I am trying to compile it with libtiff and
freetype.  I know Steve mentioned something about proj.4.  Is this why it
is not compiling?
