MINSCALE/MAXSCALE and legend problems - FIXED!

Ok. There have been several messages bouncing around the list
lately regarding problems with setting mulltiple MINSCALE/MAXSCALE
values in applications. There was also a bug report concerning
legend building. Turns out the two are related. The MINSCALE/MAXSCALE
values brought about a seg fault in certain instances. You only would
see this if you were generating legend images as well since that's
where the problem lies.

The CVS contains corrected code and a patched version of maplegend.c
for version 3.3.011 is attached. Just replace the old version and rebuild.
