It can but there is no native support for any format though so you'd have to write the output piece
yourself. We are working on GML output but are not quite there. Basically MapScript gives you access
to the raw vector information as shapeObj's and you can manipulate those as necessary.

I think that there is a web proccess that take the vectoric informtion and
convert it to flash.

Can mapscript out put vector information and not raster ?
