Walt,
Here is a possible solution.
Create two different layers for your Worldwide dataset. Make them scale dependent using MINSCALE and MAXSCALE so that one appears at smaller scales and the other appears at larger scales. (They don't appear at the same time, and the scale cut-off is the point at which you want your tiger data to appear)
For the Worldwide data layer that you want to appear at smaller scales, set a filter so the US data doesn't show up.
Make your TIGER data layer scale dependent, so it only shows up below a certain scale.
I am still becoming familiar with the 3.5 syntax, so I can't tell you precisely how to implement it, but I am sure that someone else can.
