For task 1: once the coordinates from the GPS are
known it would be easy to submit a manual or automated
request to a CGI/perl script that incorporates the
Mapscript interface to Mapserver. You could submit the
coordinates as arguments to the script and then use
Mapscript to do a QueryByPoint using the coordinates.
The query result can then be used to retrieve the
attribute information for the layer of your choice
which does not need to include a map. Multiple layers
can be queried just as easily.
You will need to keep map projections in mind if your
base data is in a different projection than what comes
in from the GPS (Lat/Lon).
