I believe your problem is that your PHP is configured as an Apache
module instead of as
a CGI.  Open the file httpd.conf in the conf directory of Apache and
make sure the line
below is commented:

LoadModule php4_module pathto/FoxServ/php/sapi/php4apache.dll
