Or if the user hits refresh and does not get the new page, it is 
probably getting it from a cache, you can have him hold down the 
SHIFT key while clicking Refresh to get a new page from the server. 
On some browsers, you might have to delete the cache or temporary 
internet files from disk and memory, via the appropriate browser menu 
item.
