Hi Michael,
I can't speak for the postgis version, but for sure if you go with PHP
then you'll get best results with MapServer 3.5 and PHP4.0.6 configured
as a CGI.
Note that there is at least one outstanding bug related to PostGIS and
queries from MapScript (should apply to all flavours of MapScript):
