Francois,
I had the same trouble some time ago.
First of all your mapserver looks for the tif file in the dir. specified
by the SHAPEPATH var.
Look at your server error log (apache or whatever) not just MS log. This
gives more information.
If your imgs. are 24 bit you need gdal and if they are 8 bit MS can handle
it.
Do mapserv -v and check if you have gdal or TIFF support showing up, maybe
you forgot to put the new compiled mapserv exe. in your server.
Try removing the " " around the file name.
