By far the best place to start is with the instructions on the web site.

Go to http://mapserver.gis.umn.edu/doc36/ .... there you will find a whole
host of instructions on how to install MapServer, some demos, how to
compile... there are even pre-compiled binaries for windows.

Just jump in! There's a lot of information there... I think most of us just
spent a day or two wading through all of the material on the web site,
searching the e-mail archives, etc...

Get the demo up and running, then start substituting your data sets in...
and then you will find limitless things to tinker with.

I'm a new greenhorn to Mapserver and would like to know where the best step
by step instructions are for implementing mapserver with shape files.
Perhaps even an install all download?
