A good start is to go to the Documentation page,

If you click on a documentation version, such as 3.6, you will find a link
labeled "Getting Started HOWTO".

You can find the Download link on the site.

I'm a new greenhorn to Mapserver and would like to know where the best step
by step instructions are for implementing mapserver with shape files.
