A useful tool to help track missing dependencies (DLLs) on Windows is
the Dependency Walker... it comes with WinXP and recent versions of
Windows, simply run DEPENDS.EXE in a DOS window and use file/open to
point it to your mapserv.exe.  I believe it can also be downloaded in a
few places on the Net.
