You're asking for a NAD27 UTM Zone 16N projection, but your EXTENT values aren't reasonable values for that zone.  You don't seem to be asking for an image that's anywhere near the coordinates of your input map (i.e. the coordinates are in the Pacific a little northwest of the Galapagos Islands).

hai,
    i am trying to project TIFF images, i have a set of tiff images and for each tiff image i has .TFW and .FGD files.

          while executing my map file i am getting nothing,simply i am getting blank image.
       "would any body check my map file and fix any thing wrong in the map file,that would be a great help."
