Your ./mapscript/php3/Makefile must look something like this, once you had already run ./configure..... :

CC = cc -I. -I.. -fpic
LD = cc -shared -L/usr/local/lib -rdynamic -W1
CFLAGS = -O2 -Wall -DCOMPILE_DL=1 -DPHP4

%.o: %.c php_mapscript_util.h php_mapscript.h
           $(CC) $(CFLAGS) -c $<
