[mapserver-users] displaying raster images..

I haven't seen your exact problem but I have had similar things happen and
it always pointed back to a mis-coordination between the extents/units set
and the actual extent/units of the data. What mapserver may be doing is
creating a blank image rather than "cutting it off" and that is why the
size is always the same. If you view any of  the resulting .jpg/.png in a
browser are they completely white/empty.?
