well, you will have to submit a form in order to send it to the server.
which will cause redrawing. what you can do is to remake the same map as
before. 

if you are really against redrawing at all, you can achieve the effect by
using frames. use a hidden frame to submit the form with your mouseclick
values and stuff in the database.
