Hi John,
Are you running PostgreSQL within Cygwin or are you using PowerGres,
PostgreSQL by dbExperts or UltraSQL by PeerDirect?

I'm running PostgreSQL 7.3.2 with PostGIS 0.7.4 and have had only one
problem so far, which I have a workaround for.  I am using Mapserver 3.7
on a windows 2000 server system.

At least one of those was tested with PostGIS when it was in beta. For 
the life of me though, I cannot remember which one... the peerdirect 
one, I think.
Apparently it worked just fine, though we were not the ones doing the 
testing.  7.4 windows version should work fine with postgis too, when 
it arrives.
