Is there any role that PostGIS is playing at Topozone or in these other
initiatives being discussed?  If so, I wonder if that's an area that
should/could be targetted for improved user tools to bridge the gap to
spatial db's at an affordable cost.

Lowell et al. -

A major goal of this CRADA is to do the prototyping and test work to
determine what is needed in a MapServer "toolkit" (documentation, binaries,
auxiliary tools) to make it easy for potential data providers to get their
data available to The National Map.  There is a belief that some potential
providers/participants will be limited by either their current technology,
tools, experience, funding, etc. and the USGS wants to remove as many of
those barriers as possible.  We don't yet know what form it will take, but
one of the work products of this CRADA will be a packaged bundle of
software and documentation that is designed to make the creation and
management of a MapServer-based The National Map participant node a task
that's accessible to any potential participant.

As it appears that a state level effort would better serve the purpose
we have no reason not to wait for the existing state plan to take effect
and mature.
