Hisaji,

Steve and I and talking about incorporating some degree of attribute
indexing into MapServer's shape/dbf support and into OGR over the next
few months but I don't think there is a direct solution now.

If you need good attribute query functionality perhaps you should be
using Postgres/PostGIS?
