Yes.Layers are displayed FIFO. The first layer in the map file is
displayed first, subsequent layers on top of the preceeding ones. So
your raster should be first in the map file, points after.  I think this
is also true as layers passed as CGI parameters to mapserv, so e.g. if
you have a SELECT list of layers in your form, put the raster layer
above the point layer, so you get layer=relief&layer=points.
